Arsenal Women head coach Renée Slegers was asked about Beth Mead's future with the Gunners following a 4-3 pre-season defeat to Tottenham.
Newly promoted London City Lionesses made a formal offer for the England forward earlier this month, with Arsenal reportedly only set to consider a significant offer in order to sell Mead.
"Beth is an Arsenal player, so we’re building with what we have," Slegers said of whether Mead will stay in N5.
"I'm happy with the squad, the window is still open so we're always looking to strengthen, but we're really happy with the players that are here."
Mead started for Arsenal as the Gunners returned to Meadow Park but were beaten by their North London rivals, despite goals from Victoria Pelova and Caitlin Foord.
